When the Principles, Robert Hedges and William Irvine, left the Illinois Department of Public Health in February of 1985 to form Healthcare Horizons, Ltd., it was with the purpose of offering their unique experience and talents to the long term care industry to improve the quality of life for the thousands of residents in Illinois facilities. Since that time they have also consulted in Missouri, Wisconsin, Indiana and Florida.

As former executives in the Department's long term care program these individuals were able to provide valuable consultation on matters dealing with the regulatory process and government oversight.
